Adding geometry during an animation

is there a way to add vertices to a mesh during an animation?

Also is there a way to add vertices to a vertex group at a certain keyframe?

Generally speaking, you can’t add arbitrary vertices to a object in the midst of an animation-- but what you can do, is always have them, and use a mask modifier to delete them during part of your animation. The mask modifier itself can be animated, or you can control it via vertex groups…

You can assign vertices to a vertex group dynamically, using a vertex weight edit modifier. (You can also adjust their weights, using vertex weight edit or vertex weight mix.)

Of course, another thing you can do is to use multiple copies of models and keyframe their visibility.
