Adding Glare

Is there a way to add glare to a material? I know if setting Specularity too high can wash out anything else in the texture, but is there any way to “Bleed” the glare, so that it overflows off of the object? (Create a bloom effect)

I thought I saw this effect in one of the animations (Andy’s Art festival intro, where the plane drops a package to the guy below… it looked like the light was blooming off of the package.)

If you know how to use the sequencer, you could use the glow effect, I believe.

for still renders, i’d go with post pro in the Gimp or Photoshop. much more controllable, and faster.
