Addons in Blender not working?

I’m trying to install Cats Blender Plugin and Blender MMD tools, but neither pop up. I’ve followed tutorials and they don’t help. They all show the steps, I’m now really stuck. Any help would be awesome.

What I’m trying to do is make an MMD model for VRchat but I’m now stuck.

What version of Blender are you using? Addons are working in Master/blender2.7, but all are not working in Blender 2.8
