Advice on Modeling Stylized Curly Hair

Hello! This is the first 3D character I’ve been modeling and am struggling with how to approach modeling her hair. Her hair is made up of big swirly shapes that work better in 2D than 3D, so I could use some advice on what a general workflow could be for it. I know this orthographic drawing isn’t perfect, but I’m thinking of the basic building block of her hair as being a snail shell shape. Any suggestions on how I could pull it off in 3D would be very helpful.

Personally I would sculpt it as a base first, starting with the biggest shapes, and then retopologize it. I’ve found this the easiest way to do more complex hair.
