Alchemy is a drawing/painting program
http://al.chemy.org/
If you want to know how it can work with blender see http://www.blender3d.org/e-shop/product_info_n.php?products_id=122
Alchemy is to Blender as GIMP/Inkscape are to Blender. Pretty much, anyway. It’s a program in a class of its own as far as functionality goes.
Watch this tutorial to see Alchemy in action: http://www.davidrevoy.com/tuto/?article24/
The way David uses it to get interesting shapes out of nothing - he then uses a ‘find the picture in the clouds method’ to turn those shapes into concept art. The concept art is then used as reference by Blender Artists (or any other 3d package) to create the final product. This is how much of the concept work for Sintel was done which ties it to Blender, but there is no formal relationship between the two.
