My scene: a 3D Object and in the bottom right corner a plane that should always point perpendicular to the camera.
How do I do that? I can align the view to the plane and then align the camera to the view, okay, that works. But now I move the camera to find a better view at the 3D object and my plane is akew again! Where is that smart menu item “align selected to view”???
Why do you need a plane aligned with the camera ?
Well what you can do is first align the camera and plane to the required angle. Say prependicular in your case.
Select the camera first and then select the plane. Ctrl + T -> Track to Constraint. As you move the plane the camera will accordingly change its view direction - >Always pointing towards the plane.

cipix: I need the plane rectangular to the camera, because its texture is a image, a screenshot, and it must not be distorted (actually it is an animation of several screenshots)
abh…: track to Contraint will direct the camera to the centre of the plane. But that is not what I was looking for. The plane needs to be in the bottome right corner and the camera needs to point to the 3DObject in the centre of the scene. But thanks anyway for your suggestion!
hmm… unless I’m missing something glaringly obvious…
…all you need to do is align the plane as you want then parent it to the camera. Moving the camera will then move the plane, keeping it aligned.
If however, you need to zoom in for example, you may need to re-align…
Sure it needs to be in 3D in the scene? Why not add it overtop using the compositor after render?
if you select your plane in object mode and go to obj buttons (f7) constraints panel ->add constraint->track to
put your camera’s name in the target box
to: z and up x or y ( depending on your texture)

Thank you all! Parenting the plane to the camera did the trick! Adding a constraint does not work in this case, when I move the camera, the plane stayes at its location and just rotates towards the camera and the angle between the cameras “view vector” and the vector to the plane will in/decrease and so there is distortion.
kattkieru: I havent used the compositor much, but your suggestion is interesting. I will play with it. But my bitmap is animated and transparent. I wonder if it is possible to place it on a rendered scene with transparency working and synchronize the animation with the frames of the main animation.
