I have an object parented to an empty
the empty NOT centered
the object IS centered
how can I move the empty and keep the object in place.

Hi!
In the Active Tool menu (either in the first of Properties Tabs or N-panel > Tools), look for Affect Only > Parents option. Check it and you can manipulate Parent’s transforms without affecting its Child

I have to more the parent by MOUSE…NOT with the interface number box but its doing what I need it to do.

Hm, well there’s an option to put the parent at specific coordinates: place 3D Cursor there (N-Panel > View > 3D Cursor > Location) and Snap the object to it.
And if the coordinates are the World Center - just Clear the Location transforms of the Empty with Object > Clear > Location (Alt + G).
