All video on all platforms stutters and glitches

mobo is from a dell xps (Haswell OKWVT8)

I have checked all drivers and they are all up to date I think. I think we can all agree this is not an issue with lack of system resources. So what is the deal? Everything works fine in Blender when rendering. I don’t often play long video files in Blender, but I suspect it would show the same issues. I do have a stock cpu heatsink and I’ll be replacing that soon. Any ideas?

I think I have an answer to this problem. I restarted the computer a few times and I think what the problem was was that some of the drivers had not been installed fully until I restarted.
