Alter Header's default postion

How to make top positioning of header the default one? (Each time I change window type, header appears on its bottom, while I like it much better at the top)

start with startup scene, change all screens to your liking (richt-click on header -> Flip), then save as default

thanks but it only works in current setup of windows, if I quit and reopen blender and then create a new window and change it’s type, header often appears at the bottom (2.64a\2.63a os x 10.7)
