I have been trying to use Fiber13 with 2.28 and 2.27 and when I click on the ‘create’ button the GUI dissapears and I get the following message in the console:

Did you make sure you first vertex painted the mesh?
RipSting also suggested to make sure that you do a ‘Remove Doubles’ operation first.

I can’t remember which is which without looking at the script but blue controls density and green gravity or visa versa. I can understand your question because I have managed to get it to work without painting but on 2.23 and most probably with an earlier script. I remember that in another thread in an answer Rip did say that it wouldn’t work without paint. You can also use white and you don’t have to paint the whole mesh.
