Does it make music files or does it just edit them?
it makes midi files, there is a keyboard type interface where you select your instruments and write your music, then you can save it as a midi file. it can also edit exsisting midi files i think. if you want to compose in wav format, however, there are ‘trackers’ such as jeskola buzz that would be better suited.
I’m not sure what a midi is, can it be imported to a video editing software (or Blender) for use as background sounds…

you don’t know what “midi” is and you want to “create or edit music” with a computer?!
You have a long way…
Well for a little start “midi” is a standard “protocol” to control and exchange “data”
There’s no actual “sound” in it, just parameters
That’s your soundcard that will “decode” midi “parameters/compositions” in “real sound”
So each different soundcard/DSP will play more or less different
Maybe it’s better to you to work with a sample/WAV based composer/editor

Is there a way to change a midi file format? Or can I pull midi files into blender to play as sound during an animation or can a midi be used in a video editor…
Blender doesn’t support midi format as far as I know.
Probably most sound editors will “convert” Midi files to WAV format

Yeah, but it looks like they want you to buy an add on thing if you want certain features…
Notice the website is AnvilStudio.com and that it isn’t a .org which means it is a commercial website…
