Any advise on airport surface modeling?

I need to model an aerodrome surface such as this one for a Game Engine project.
Do you have any early advise?
Is there any useful plugin I can make use of in order to speed up the modeling process?

I would block it out.

Print it or edit the image in Gimp and start marking discrete shapes. Like the text markers. Keep making marks till you have as many reusable parts as possible. Then start making the parts one at a time in blender.

Do you think is possible to create some of the marks using Text objects considering that they are going to be used in the game engine?
