Any ideas on how to create an "eye of the storm" effect?

Hi, recently I got the idea of creating an eye of the storm effect, as the one seen in The day after tomorrow. Link: at 1:17 - 1:26.
I think it looks beatiful and so, unexperienced with simulations as I am, I ask: any idea on how to create this?

that would be pretty simple, it not like they animated it or anything. just sink a circular hole into a plane and add a clouds texture as displacement map and have some particles dropping into the hole.
not exactly the greatest vfx from that movie, but whatever it looked ok in the film.

you could of course use the texture and use it as a sculpt brush to give you more control over the final look
