I would love the ability to group the panels

Grouping/docking wouldn’t change the current panel layouts, it would just add the ability to remove vertical scrolling

What you’ve just described has no relation to what FreeMind was saying…we all know the button layout was messy in 2.49, but how you can use that as an argument against tabbed workflow, I just don’t understand.

Yes sorry, i was just shocked by the idea of having “some” of the 2.49 (imo bad) habits back into next 2.5x version!! :o
