okay looking at it in a non technical manner just some impresssions … And the Lights in the ground seems a bit arkward to me. What should they lighting at? If they are beneath the benches… The round green/red bushes look unrealistic… and the grass (how to mow it up there?) seems a bit to wide spread an uneven cut/mowed… and now a bit semi-technical: this seems to be at (sunup) sunset so it’s not too dark but the lights seems to be to glaring? I means they are almost complete white (is this a spot light in the middle?? what is it shpotting at?? the pink bush ?? which looks best here). On the other hand the angle of the shadows (Tree, Fire/Esapce ladder) is pretty big. What material is this thing made of? Rosted steel ? Then it should have some “texture”. The hexagon pavind stones seems to have some seems on the texture (non tileable?).
Maybe this helps to got some improvements. Happy blending…

I like the people who are in the scene and the plants in the middle that are illuminated by the sun. It makes the image more realistic and adds life to it.
But to me, it looks like this wall/seatback of the bench has no texture at all. What material should that be? It looks like a brown plain render.
The picture seems to show a sunny day. But the lamps in the background are all already shining like at dusk or at night. And the ground in the foreground and left and right has a lot of shadows. This somehow does not fit together.
I think a lighter ground with the shadow of the people and also shadows of people or things that are out of focus like cars, fire hydrants, signs, or whatever would look better.

Ahh yes… it’s evolving… 
The floor bump strength is too high. Try to use displacement for it, as it makes up a large portion of the image so any realism here would go a long way. The lights in the back detract from your foreground, yet it is blurred at the same time. DoF in this image doesn’t really make sense as it’s fully outdoor and not a small subject. Try to point lights at the subject and darken the background in a natural way.
Last, not least: Look at references. Try to found pictures similar to yours that you find visually pleasing and imitate them.
