I did watched one tutorial on YouTube and I’m wondering if anyone is to begin a model of a character that they want to do its to stick with loop cuts?
If so does it make it easier or somewhat?

I apologize, but I don’t get what you mean? 
Loop cuts are like, one of the most (if not The Most) important tools in modelling organic objects. Their awesomeness cannot be underestimated;) If you want to add more definition to a head, just add more loops and scale them appropriately:yes:
(and yes, it does make it easier)
It would be easier to clarify what he means in the tutorial if you post a link to it.
Maybe it’s not a very good tutorial, or maybe it’s just too advanced.
Loopcuts are very essential and actually when mastered helps your modeling become much faster and more efficient. When done right, you can spend less time on modeling and more time on detail.
