There’s an IK constraint set up on IKBone in the top armature. Select the armature, go into pose move, select the small bone, go into the object panel, object buttons to see the constraint.

i looked for constraints and missed it!
what keeps the other end in one place?
on mine the whole armature still goes round with the wheel!
Hahaha, I just spent 2-3 days looking for something in a .blend file, and kept missing it!!
Your armature, Armature.001 is the child of the mesh object PIN1. In the attached screenshot I show this in the outliner with a blue arrow. In the 3d view with a red arrow is the origin of Armature.001, the dashed line, highlighted with a yellow arrow, is a relationship line, show the two are connected by the parent/child relationship.
