armature swinging without animation

Shift A, add a bone; extrude it 3,4 however many times. Now, in pose mode, what I would like to do is grab the top bone, rotate it, and have all the bones below it swing freely, yet still be attached to each other. (Imagine a chain hanging from the ceiling and the wind hits it). I figured out how to achieve this effect with animation, how do I do it without animation?

I would think something like the spline ik might work. But what are you trying to achieve? perhaps there is a different way to get the effect you are looking for?
