Yes, it would require Python knowledge though. And if you wanted people to play it like a flash game, you would need Burster.
This isn’t a simple project, but yes, it’s possible.

Of Curse you can. But the Question »how« (not as) is more than vague.
EDIT: RossBlenderArt’s Game »Grid« works pretty similar. You may take a Look at it.
