I didnt watch whole your link tutorial, but you are asking for script translating audio to IPO and particles system, right?
in blender 2.5 there is an operator called, “Bake sound to f-curves” that will take a .wav file or a video file and convert the audio waveform into an f-curve.
Go into the graph editor and select the f-curve that you want to affect. Then hit the space bar and search for sound and you’ll see the option pop up.
