Background image help.

First off im sorry if this question can be answered by looking at a different thread. If it is answered in a different thread please point it out for me. Thank you.
I recently just started using Blender 2.59 and I attempted to load a background image. I AM in orthographic view. Not Perspective. When i click View, there is no option for background image. What am i doing wrong?
