Can anyone (preferably a dev) explain why baking textures is more complicated and unintuitive in Blender 2.8 than it was in previous versions?
I’m not trying to make anyone feel bad or attack any developer but someone made the decision to make the change and I would love to know the reasoning. Maybe it’s just a rarely used part of Blender and not much development time has been put into it and if that is the case I would love to hear suggestions on how to improve the current state so I can combine it with my ideas and fix it.

Baking with Cycles is not more complicated than in 2.79.
Workflow is the same. Options are the same.
Cycles baking was not satisfying 2.79, either. It is not easy to manage with sufficient options. Cycles does baking only since 2.71.
That is one reason why in 2.79, people were using Blender Internal.
What we lost in 2.80 is Blender Internal.
EEVEE is a new render engine that would require to create a baking module from scratch.
The decision made was not to change Baking. It was to remove Blender Internal.
So, currently, what is planned is to modify Cycles Baking.

Thabk you very much for the clarification. So the conclusion is that Cycles baking was always bad but we had BI, now we just have the bad option.
Until it is fixed.
