Basic animation question that I can't seem to find the answer to.

I’m using Blender 2.49, and I’m reading animation tutorials for it, but all the ones I’ve found don’t say how make an end frame. they say “you set the end frame here to shorten the animation” And I’m left wondering how to set an end frame.

So how do you make an end frame?

in the timeline. Go to the last frame you want. Press E (for end)
