does anyone have a program or anything to help me start basic t-shirt designs?

What do you want?
Cutting patterns for the cloth or graphics for the front/back?

Gimp will let you pump out some good designs for the front/back & it’s free.

GIMP, as enhzflep said. Also, Inkscape, Blender, ArtRage, Artweaver.

Anything you can design in can be used to create images that can be printed on a t-shirt.
