Best way to make a cloud in the shape of an object?

I modeled a Takashi Murakami flower and want to also make it into a cloud in the shape of a Takashi Murakami flower. What would be the best way to go about this?

Do you know of any other way?

You could keep it as a mesh and use some displacement for some bumpiness. Then change all materials to some sort of cloud material.
