Maybe ideally, yes. But if you have a budget and a deadline, you sure can spend too much time in pre prod. It can actually really hurt your project. Stagnation is very bad for a project, stuff has to move along eventually.
I think a better piece of advice is : “Make your pre-production time count”
And you can’t put too much water in a nuclear reactor.
nor too much salt in the soup.

The lesson I live by is “Refuse to work backwards.”
Don’t let anyone - including yourself - muck you about by asking for changes once you have finished a job. Go all out Gordon Ramsey on them if they do!:evilgrin:
What exactly is pre-production?
Absolutely. If done right, a minute spent in pre-prod saves an hour in production. I hate storyboarding, but man, is animating so much more relaxing when you have a storyboard to know what to focus on
