How to make my Blender Files show as “Project Icons” in Windows? For example if my project is a monster then its File Icon associated is a little 3D Icon displaying the monster of the project.

Well well I guess I just found what I was looking for ! I am going to post it since more than 100 views and no one knew it 
In Preferences find the save Preview Images
