is there any Blender 2.78 with CUDA 8 build available?
when we can expect one?

Hi, Blender 2.78 support Cuda 8 already.
All GTX 10x0 are supported for example.

so NOW it is built with offical CUDA 8 realease, because the first builds may-september/october
were based only developers release candidate of CUDA 8

Yes, CUDA kernels are precompiled using CUDA 8 in official 2.78/2.78a and builds from buildbot.
