I want to put blender 2.22 to download on my site do I have to have a permit or something?
No one has permission anyway, so it’s up to you. By the way, I’m curious, why 2.22?

Because It is the only version I have. I didn’t download the lastest version before blender close… 
look there: https://blenderartists.org/download.php for some places where you can find Blender Creator 2.23.

you can download 2.23 for windows on my site.
