I’m trying to animate these Bunny ears twisting together like in this picture of Roger rabbit
I’d like to have them animate like they do in this clip of him

Such cartoony deformations are a challenge in 3d. Your best bet is to have both ears as separate objects, then deform each using a spline and Curve modifier

Hello, maybe with an armature that follows a curve :
and just animate the curve as you wish.

You can create an object made of 2 cylinders and give it a Simple Deform (Twist mode) modifier:
Also you could parent to a chain of bones and you rotate the bones (segment each bone so that it makes the shape twist smoothly):
Or create a second shapekey that will be the cylinder twisted with the help of the Proportional Editing:
