Although it’s just font setting, I really doubt that the interface has been also translated into Quenya. It would be possible, but highly unlikely 
At www.bored.com there is a link to a program called ‘the dialectizer’ (or something like that. It’s a parser program that will translate input text, including whole web pages, into your choice of; jive, redneck, swedish chef, porky pig, etc. Could be the same kind of deal.

OK Theeth, here’s the translation files:

The compiled one is blender.mo. I couldn’t get Blender to recognise Elvish as a new language, so to overwrite a little used language (like German) copy it to .blender/locale/de/LC_MESSAGES/blender.mo
As you can see, I got bored quickly and it’s only half finished.

Yea, I actually uploaded it as .tar.bz instead of .tar.gz, and I’m having trouble connecting to the server to fix it.
Well, you could have edited your post to point to the .bz file too.
