ok, I have done some searching, and found nothing too helpful to me.

Say that I wanted to use blender to create visual effects in a live-action short I have created. How would I go about combining the 2?

Use the Video Sequence Editor:

A lot has changed in the Sequence Editor since that was written but the basics are still there. Basically you add your footage as a Strip then add your Effects also as strips then shft-select both and add an Alpha Over strip or whatever other Sequence Effect you want from the Add menu.

You could also use Render Nodes:

THANKS! But, my next question is, what do I do about the movie that the effects are over? It is suddenly much brighter, and I want the movie to look normal.

Hit N with the movie strip selected to get the Strip Properties and lower the Multiply value.
