Is there still no solution to the Blender slow down?
I read that this is known since 2004.
I am on windows with yes an ATI card on a mac Book Pro and I do not want
to really mess with windows.

it is the old ATI story.
the trick with starting the Game Engine and than pressing ESC to bring Blender back to speed works good. However you have to do it as well.
I am curious if that could be somehow used to retrace what slows down Blender so much.
I never noticed that with other 3D applications using openGL on ATI cards.
It has to do with the interface and the way ati opengl drivers handle the overlays (also the reason some ati users have problems with background images). Blender is one of the few applications that is entirely opengl and not just a widget set with opengl windows (this requires a more complete implementation of the opengl spec). Failing getting better drivers from ati I doubt that the slowdowns can be stopped without a rewrite of the blender UI. ATI seems content to make sure that the few opengl games and the major apps work which only rely on a subset of the opengl implementation. Every machine I purchase (personal and for the firm I work for) now comes with nvidia cards.

I have had the same problem, if you change your hardware acceleration (right click on desktop, click properties, settings, advanced, troubleshoot) way down, it will run faster, the splash screen loads very slowly though.
I had this problem, too. There’s a .dll I got from somewhere after a bit of searching that I just plopped in the blender directory and it fixed the slowdown right up. I forget where I find it, but if you can’t find it then I’ll try to find some place to host it.
I have this problem too… (any ATI user does) but saving the file and reopening blender resets to normal speeds.

If there’s a sure fix, I’m sure we would all like to know what it is.
Well if I put that file there it is slow when I first start blender so I guess that’s not it…

Also, it looks like this is a new ATI driver site, and it had drivers for my 9600/9700 Mobility:
