Blender Launcher does not have the portable folder

When I install a blender version on the Blender Launcher, I check inside and there were no portable folder near the executable. So is it portable, I am confused, or do i need to manually put the folder portable near the executable to make the blender version I installed on the Blender Launcher Portable/keep the config and other files in that version.

By default, Blender will save data in your User folder. If you want the data to be saved inside the Blender executable folder (i.e in a USB stick), you just need to create a folder there, named ‘portable’.
If, when it starts, Blender sees that folder, then it will use it.

When running Blender from a portable drive, it’s possible to keep the configuration files on the same drive to take with you.

To enable this, create a folder named portable at the following locations…

I know all that but is it possible to do that when using Blender Launcher, no errors would occur or file corruption.

using Blender 4.3.1 but in the Blender Launcher App.

or using the direct file without the blender launcher app the only way I can have it portable.
