Hello, don’t know where but I read something about putting Blender on CD is not allowed without publisher’s license. True? I’d like to attach a CD-R with Blender on it to a written text about the software. This would be for College. Am I allowed to do this?

Yes, that is definately allowed. Blender is now under the GNU GPL license, which allows you to do almost anything you want with it.
assuming you distribute one of the GPLed version of course, not one of the older ones.
