Go to:
File -> User Preferences -> Addons -> Game Engine
Click the little box to the right of ‘save as game engine runtime’
Go File->Export->Game Engine Runtime
He was probably typing on a phone, or something. Something that capitalizes every letter (I’m guessing). I’m pretty sure he means the blend file that you would have to message him to obtain.
@OP - There’s an error with the runtime currently, I think. Search the forums, as this has come up A LOT recently. The answer should be posted on several of the threads.
