Blender taking 100% CPU?


When I “Save Game as Runtime”, and run the resulting binary, it eats 100% of my CPU. Is this expected?
I’ve set the Game Logic rate to 32.0tics, and both the physics and graphics are at 0.0 fps.
Speficially, getLogicTicRate() returns 32.0, while getPhysicsTicRate() and getAverageFrameRate() both return 0.
