Blender video editing imported image offset question

I use Gimp to create my titles for Blender 2.79. I import an image, set the type to “alpha over” and then click the box for Image Offset. This causes my image to jump out of view in the Video Sequence Editor window. I have to enter -600 or so for both ‘x’ and ‘y’ in order to bring my image back into view (took one long session with Blender for me to even figure out what was happening). Lately, when the image reappears, it appears much larger than when I first imported it, and my text no longer fits on the screen. My work around is to re-do the text in Gimp and import the revised image (trial and error until I get an acceptable sized image).

My questions:

  1. Is there away to avoid having the image jump off the screen. Am I doing something wrong when I create the image in Gimp or something wrong as I import to Blender?

  2. Is there a way to scale that image when it is too large so that it fits in the VSE window?
