I’m not familiar with what ‘wiring’ is but custom attributes and set driven keys are both available in Blender.
From what I’ve seen in maya blender has matching tools.
In 2.5 at least:
Wiring is somewhat similar to Blenders PyDrivers.
Oh boy I remember max 8, which had a bug that made all wiring dissappear on saving the file. =)
Wiring basically Is to drive custom or buildin attributes in dependency to other actions/deformations and so on.

Neilford, blender has all you need and much more.
In 2.5 you can add drivers to almost anything, and those drivers can be controlled by custom attributes, which are sliders that you can create at certain object levels. Besides, blender has Mesh Deform, which is one of the finest rigging tools out there.
where do I find this documentation? can’t seem to locate it in the blender wiki manual

This is the blender 2.5 wiki though it still requires a lot more work for it to be completed once there is a stable 2.5
