Don’t think you can with blender internal, though I think it’s possible with Yafray.

You have to edit the XML file

That’s one way to do it. Here’s the other:
Apply a “small” (depends on how much of a blur effect you want to achieve) cloud bump map. That will give a similar result.
And the reason why I’m suggesting this - rendertime. I have once worked with blurred reflections via .xml editing but I decided never to do it again. Maybe I had the quality settings all wrong but the rendetime simply exploded…
But obviously, it’s worth a try since it worked out well
