Bones Help - Fixed points?

Hey, I’ve been using blender forever but have never attempted to use bones. I know how to attach bones to vertices but I can’t for the life of me figure out how to fix points of the bones to an anchor point or something of the sort.

Here’s what I mean… I want the control arms fixed to either end of the “hub” bone but I can’t seem to figure out a way to do this
