Bones not attached to bones on both ends

I am attempting to rig another artists model to use in VRchat.

I am having trouble with getting the mesh attached to the bones. Parenting with autoweights is failing so I manually painted weights for all the vertexs. When in pose mode the child bones are not lock with the mesh.

I’m a beginner in blender so sorry if I am missing something obvious. I have not been able to find anything on google to help me.
