On this particular show the voices where added once the animation was done since it’s kind of a mix of voice and sound design and having the sound first wouldn’t have been very helpful. Sound design wasn’t done in blender but in a dedicated app.
However, it’s possible to use blender’s VSE to add sound strips and do lipsync. Therefore it’s possible to make the animation precisely synchronize with a sound. But blender can’t record sound if that’s what you ask…
And about character animation in blender, for sure it’s possible as animation is one of blender’s strength.
However if you’re thinking about some automated animation, like making a character walk and jump by adding pre-existing animation like you would in mixamo… that’s not how it works.
In blender or Maya you basically animate by creating key poses and crafting the motion manually so to speak…

I never had experience with blender but I have experience with sketch up so I’ll practice blender
Is it beginners friendly?
Hum, yes and no, sketchup is really made to be simple for a large range of people . It doesn’t do a lot of things but it allows even inexperienced people to put their ideas in 3D. At least when it comes to architecture since it can’t do character animation for instance.
Now blender is more targeted at professional 3D artists working in animation or video games, and it can do much more things (meaning there is more to learn too) . Obviously you don’t need to be professional to learn it , but expect to spend some time to learn all that there is to know. It’s not especially because blender is hard to learn, but every 3D software of that category ( eg : Maya, 3ds , C4D, houdini…) are complex .
It’s like learning the guitar, piano or violin each of those is going to take some time no matter what instrument you pick. Same goes for professional 3D software for animation.
That said, among animation software blender tend to be a bit simpler than say Maya or 3ds.
In the meantime there are other software to make animation that are easier but that are likely to be limited, I don’t use them so I can’t tell but I think that’s what IClone or character creator are doing : https://www.reallusion.com/iclone/default.html
I don’t want to scare you but if you really start from nothing expect to spend at least one or two years with blender to learn all that there is to know to make a short animated movie with some characters.
Generally 3D schools teach students across 2 to 5 years and last year they do a short movie. That’s what it takes to reach professional quality.
Now you can probably reach semi-professional level in a shorter timeframe.
Anyway, I think you should try and if you enjoy learning 3D keep working on it. Even if it’s long to learn it can be very fun to build characters and see them come alive. Even if learning can take some time, eventually you’ll get there and you can enjoy the ride too !
