Brush Textured Light render on 3d object?

Is it possible to have this texture shadow on objects and on plane? But keep the object’s skin smooth(not sculpted into the object)
Not baked and not grease pencil
I can’t upload attachment yet, so it’s kinda like anime cell shading but the lightings and shadows are more similar to rougher brush strokes instead
if not can I paint shadow/lighting with specific brush on 3d objects?
