Bullet Time Effect with Explode Modifier / Slow down explosion

How do I slow down the speed of an explosion made with an explosion modifier?
I want to move the camera around the scene (360 degrees) and have the explosion animated at 5% speed. After 100 frames I want the explosion to run at normal speed. I think this is similar to the Bullet-Time-Effect.

Animate the timestep value under the physics rollout of the particle system. It has a default value of 0.04. Lower it to 0.0001 to almost stop time. This slows down the physics quite a bit. After your camera move restore it back to 0.04 to cause the explosion to continue.
