i 'v added on layer 2 a camera and it seems that this camera is behaving strangly
the field of view is so small even when i put the camera far away 
i still have the 35 mm on ?

try to adjust your clip end value for camera.
and this maybe stupid, but you did make the new camera active with ctrl-0 ?

yup it’s the only way to select a camera on another layer - i think
but why this narrow filed of view ?

Turn off Orthographic in the camera panel. In orthographic mode the 35 number is not a focal length, it’s scale, ie the width of the camera view in Blender units.
sorry but i’m not in the perspective wolrd - almost never work with this feature!
