Can a bone follow a path?

Giving a human range of motion to my armature is a subgoal of my animation learning project. Many people have suggested the use of Track To or Follow Path constraints.

Given a two-bone arm chain, upArm and loArm, and a path armPath.L which describes a semi-circle, can I constrain the loArm (forearm) bone to follow the path? The loArm (forearm) movement should be restricted to a plane with a range of 0 degrees (arm straight) and 165 degrees (arm maximally bent).

It may be possible to use an action contriant for this rather than a track to constraint.

I believe you can restrict the range of motion and the XYZ movement as well.
