To clarify, my client wants a map accurate 3d illustraion of the water cycle of a specific place.
it does not do photogrametrie as i know of - if that’s what you mean!
but you can model it manually and add whatever you want around

look at blend file (displace.blend) - I just threw an animated texture onto a displaced plane

for the water stuff
so, to answer your question,
you put a displace modifier on the plane (it should be a subdivided plane), you then link the texture to the displace modifier, and then edit the texture
you update the texture by moving between frames (left/ right arrows)
in the second blend file, you can edit the picture and it will edit the displacement map, white = max , black = min, grey= 50% (and again, to update the map, left or right arrows)
so you could probably make something that looks like the grand canyon, or something like that pretty easily
you can also use a program called terragen:D and use a terragen importer
