Can Bones only rotate/ scale from their root?

Is there a way for me to change a bone’s pivot point? I have a horizontal bone in the center I’d like to be able to scale to it’s center, rather than it’s root.

GOTO EDIT mode, select the bone’s root, move the 3D cursor there (select from the menu after hitting SHIFT+S), change the pivot to 3D cursor (pivot button - see menu options or just hit “.” comma), then your scale will use the bone root rather than its center…
