Can i scale selected vertexes proportionally to origin instead of "projected scale"?

I want to inflate a selection around it’s origin when i extrude it… Scaling doesn’t do, it makes a mess with crosses edges :3 … I really need to have a precise distance between original selection’s edges and extruded vertexes’s edges…
Somehow… I’m unsure if it’s kind a clear?

An example is white text with black surrounding, if you just copy 2 text layers, one black one white, and distance one another 1px x 1px y, it won’T make a surrounding but just a drop shadow… Even tho i would scale the black one, it still wouldn’t fit… But if i dilate it with a filter, it’ll make a uniform surrounding…

I want the same, but in 3d, in blender, in edit mode, with a selection :3
